[SOLVED] Windows 10 "Do you want to allow the app to access your private key" popup

I'm using a personal certificate to sign emails that I send, and I get this popup the first time I send an email after opening outlook. I didn't install the certificate with strong protection (I chose medium, the only other option) and I would like to find a way to suppress this popup. Does anyone know how? I google searched all the different text in the popup and I can't seem to find anybody else asking this question. I have Outlook 2016 on another windows 10 machine with this same certificate and it doesn't give me this popup.

Solution:

Install this Windows 10 update kb4284822 to solve this issue.
