You can open Folder options thorough Command Prompt or through PowerShell using any one of these using two commands.
1. Open command prompt and enter this command “control.exe folders” to open “File Explorer Options”
control.exe folders
2. Run this command in cmd.exe or PowerShell to open Folder Options.
rundll32.exe shell32.dll,Options_RunDLL 0
