Manual In-place Upgrade To Fix this issue
Open Command prompt as Administrator.
Copy this command given below and paste it into Command prompt. This command will add a registry key that enables the Inplace upgrade.

You may have to wait up to 48 hours for the Windows Update Medic Service (WaaSMedicSVC) to automatically perform an in-place upgrade.
